Regine Encarnacion Ansong Velasquez (born April 22, 1970 in Quezon City, Philippines) is a Filipino singer, songwriter, and record producer who became famous after winning the 1984 Ang Bagong Kampeon and the 1989 ABU Song Festivals for singing the songs "Kung Maibabalik Ko Lang" and "Urong Sulong", "Love Me Again", and "In Love With You", which became her best-selling songs in the Philippines and in other countries of the world, making her the highest-selling female singer in the world at the time of her death in 1999, and the second highest-selling female singer in the history of the Philippines (after Mariah Carey). After leaving Polygram Records, Velasquez signed a joint deal with Los Angeles-based producer Mark J. Feist and VIVA Records, and released an album titled Drawn (album) (1998).
